Document: DUN SARAWAK answer on Aluminium Smelters in Bintulu

Q.1  To ask the Chief Minister and Minister for Industrial Development, state:

(a) The number of companies which had been approved to set up aluminium smelting plant at the Samalaju Industrial Park, Similajau, Bintulu?
(b) The names of these companies and their equity structures?
(c) The proposed production capacity of these plants at the start of their operations and by when?
(d) Their eventual production capacity and by when?
(e) The status of the Environment Impact Assessment (EIA) studies for these companies?
(f) How many applications are still under consideration?

WRITTEN ANSWER:

(a) Three (3) companies had been approved to establish their aluminium smelting plants in Samalaju Industrial Park, Bintulu.

(b) The three (3) companies are Sarawak Aluminium Company (SALCO), Smelter Asia Sdn. Bhd. and Press Metal Bintulu Sdn. Bhd.

SALCO is a joint venture between Cahya Mata Sarawak Berhad (CMSB) and Rio Tinto Alcan, Australia.

Smelter Asia Sdn. Bhd. is a Malaysian-based company wholly owned by GIIG Holdings Sdn. Bhd. CHALCO, a company owned by China government in partnering with Smelter Asia Sdn. Bhd. to establish the proposed aluminium project in Samalaju Industrial Park.

Press Metal Bintulu Sdn. Bhd. is owned by Press Metal Bhd. a Malaysian-based aluminium company.

(c) Both SALCO and Smelter Asia Sdn. Bhd. are still negotiating with Sarawak Energy Berhad (SEB) on the Power Purchase Agreements (PPA). SALCO is scheduled to commence their first potline operation in 2015 with an annual capacity of 550,000 metric tonnes of aluminium ingots while Smelter Asia Sdn. Bhd. is expected to commence their first potline operation in the middle of 2015 with an annual capacity of 330,000 metric tonnes of aluminium ingots 

Press Metal Bintulu Sdn Bhd has signed a Power Purchase Agreement (PPA) Terms Sheet with Sarawak Energy Berhad (SEB). The company is scheduled to commence their first potline operation in the fourth Quarter of 2012 with an annual capacity of 250,000 metric tonnes of aluminium ingots and billets.

(d) These companies will gradually increase their production capacities accordingly.

(e) The EIA Studies for SALCO and Press Metal Bintulu Sdn Bhd are on going while Smelter Asia Sdn. Bhd. is in the process of appointing a consultant for their EIA Study.

(f) The State government has received several inquires from companies interested to invest in aluminium smelting in Samalaju Industrial Park.
